2.1. GENERAL 2.1.1. Packing All consignments must be strongly packed and each package must be sealed. 2.1.2. Marking Packages must be legibly and durably marked with names and addresses of both shipper and consignee. The marking should be made in Latin and preferably also in Russian characters. 2.1.3. Routing Airport of destination in the AWB shall be the nearest airport to consignee's domicile. Customs clearance will take place either at the first airport of entry or airport of destination, if the latter is a Customs airport. 2.1.4. Language on documents English, French or German. 2.1.5. Other requirementsAWB: Consignee's telephone number, if any, to be inserted. Weight of consignments must exactly be stated as in case of transfer to domestic flights it will be checked, as the weight of each consignment will be controlled on the transfer. As splitting of consignments is a complicated procedure and may cause delays it is recommended to send large consignments in several small ones. All cargo must be booked in advance. AWB: Consignee's telephone number, if any, to be inserted. 2.2. DOCUMENTARY REQUIREMENTS All documents must accompany the consignment. 2.2.1. Commercial consignments3 Commercial Invoices signed by shipper and containing: net and gross weight, charges for domestic transportation and any discounts. Declaration from Russian Commercial Representative in country of dispatch. Import Licence, except when destined to foreign embassies, legations, or air carriers and their staff. In the last case consignments should be addressed to the foreign carrier's representative. Note The details on the transportation documents should correspond with those on the import licence. Packing List only when goods are not mentioned in details in the invoice. Cargo declaration and Customs brokerage services Cargo declaration services include the execution of cargo customs declaration (CCD) and of other documents that must be attached to such declaration.
A prerequisite for passing through the customs formalities is Sheremetyevo/Domodedovo/Vnukovo customs registration of the consignee, consignor and contractholder companies.
To execute an import CCD in the case of the goods purchased from a foreign partner the consignee must have the following documents:an Air Waybill issued by the information group (under a power-of-attorney), the goods purchase contract in the Russian language, the bank authenticated deal certificate or a copy of such certificate in the case of the first goods delivery, payment documents (originals) - a currency transfer application and the bank's statement in the case of prepayment, an invoice, a translated invoice authenticated by the consignee's seal, conformity certificates, permits of the Ministries and other authorities of the Russian Federation (if the same are required). The services in customs formalities assistance consist in filling out CCD and other requisite documents and passing the CCD through all customs formalities. 2.2.2. Sample consignments Pro Forma Invoice. 2.2.3. Gift consignments May only be imported by air parcel post and not as air cargo. 2.2.4. Unaccompanied baggage Number and date of flight on which passenger will arrive in the Russian Federation must be stated on AWB in box: "Nature and quantity of goods" as instructions, e.g. "to be shipped by ..... (flight no.) ..... of ..... (date) ............". No documents required but, passenger will have to insert detailed Contents in a customs form before arrival. Unaccompanied baggage may not be addressed to carrier, Moscow, and may not contain antiques, articles of art, army weapons and ammunition, articles intended for sale or deliverance to third parties, State loanbonds, opium and hashish, precious metals, precious stones, pearls and articles made thereof. The above does not apply if addressed to Russian Embassy staff provided it is clear from AWB that owner is an employee of any Russian Embassy.
2.3. RESTRICTIONS 2.3.2. Live animals Health Certificate: Place of quarantine, whenever necessary, must be arranged by consignee with medical officer. 2.3.3. Plants and plant material Health Certificate. Prohibited: Bulbs. 2.3.5. Narcotics and drugs Import Permit from Standing Committee on Narcotics Control, Moscow, 121002, gagarinskij lane, 20 2.3.6. Human remains Certificate of Death. When cremated, additional Certificate of Cremation. 2.3.15. OthersDangerous Goods For all domestic transports in the Russian Federation, the Russian language must be used for all dangerous goods markings and transport documents. For international transports originating in the Russian Federation, Russian and English must be used for dangerous goods labels and transport documents in addition to the languages required by the States of transit and destination.
An operator planning to transport high consequence dangerous goods indicated in Table 1-6 of the Technical Instructions (ICAO DOC 9284) to, from, within or through the territory of the Russian Federation shall not accept such goods for transport without receiving confirmation from the airport (or from the ground handling agent) that such goods can be handled in the territory of the Russian Federation, as well as confirmation of the consignee's preparedness to accept such goods (if the goods are transported to the territory of the Russian Federation).
Fissile radioactive material in any quantity shall not be accepted in the Russian Federation for carriage on passenger aircraft, and shall not be transported into the Russian Federation, from its territory or through its territory without prior permission from: Federal Environmental, Technological and Atomic Supervisory Body (ROSTECHNADZOR) Ul. 4.2. DOCUMENTARY REQUIREMENTS 4.2.1. Commercial consignments Cargo Customs Declaration Cargo declaration services include the execution of cargo customs declaration (CCD) and of other documents that must be attached to such declaration. To execute an export CCD in the case of the goods sold to a foreign partner the consignor must have the following documents:a booking note issued by Aeroflot Booking Department, the goods sale contract, the original deal certificate or a Bank authenticated copy of such certificate (in the case of the first goods shipment), an invoice authenticated by the exporter's seal, requisite licences and permits of the authorities of the Russian Federation (if the same are required). To execute an export CCD, if the consignor ships the goods to the foreign partner free as samples or for other reasons, the consignor must have the following documents:a booking note issued by Aeroflot Booking Department, an invoice authenticated by the exporter's seal, the goods purpose letter or a contract explaining the free delivery, requisite licences and permits of the authorities of the Russian Federation (if the same are required). The services in customs formalities assistance consist in filling out CCD and other requisite documents and passing the CCD through all customs formalities.

3.3. RESTRICTIONS 3.3.2. Live animals Retaining live animals at the transit/transfer airport during a long time is prohibited. Permission from the Veterinary Department of Russian Federation is required for every transit and transfer transportation of live animals via Russian Federation.
3.4. PROHIBITIONS The following items are prohibited transit over the territory of the Russian Federation: Arms and ammunition, war equipment (including "cold weapons" such as daggers, sword bayonets, etc.); Aircraft parts, apparatus and related devices, Lathes and machines destined for manufacturing of arms ammunition and aircraft; Explosives; Strong poisons; Opium, hashish, pipes and other devices for opium and hashish smoking; Pornographic objects; Currency of the C.I.S., bonds of former U.S.S.R. and their coupons; Cancelled securities (stock, foreign lottery tickets, lottery bonds of private persons, companies and cities); Live doves.
